A property business improvement district (BID) is a specifically designated area of a city where property owners (sometimes business owners) pay an assessment to fund projects, improvements, and marketing within that district’s boundaries. In Florin’s case, all property owners within the boundary are assessed. These districts provide services, such as cleaning streets, providing security, making capital improvements, construction of pedestrian and streetscape enhancements, and marketing and economic development. The services provided by PBIDs supplement the city’s existing tools and resources and do not replace them.

The Property Owners decided through a petition process.

The boundaries include properties fronting Stockton Boulevard from above 65th Street to Requa Way; properties to the north and west of the Florin Mall along 65th Street; properties along East Parkway and Governor’s Circle bounded by Highway 99, Florin Road, and Morrison Creek; and properties on 55th Street fronting Highway 99 south of Florin Road. The district which spans approximately 24.1 million square feet and encompasses more than 215 property owners and well over 400 merchants.

The florin road is funded through an assessment that each property owner based on parcel type and square footage of the property.

Security Services 
The Florin Road Partnership provides private security patrols seven days a week to proactively monitor the district, respond to calls for service, deter criminal activity, conduct business and property owner check-ins, document incidents, assist with trespass and quality-of-life concerns, and coordinate with law enforcement to help improve safety throughout the corridor. 

Maintenance Services 
The Florin Road Partnership provides maintenance services five days a week to enhance the appearance and cleanliness of the district through public right-of-way litter and debris removal, graffiti abatement, illegal dumping removal, landscape maintenance, weed abatement, and the identification and reporting of maintenance issues to the appropriate agencies. These services help create a cleaner, more attractive environment for businesses, employees, customers, and visitors. 

The Florin Road Partnership also provides business engagement and retention services through our navigator programs, marketing and communications, advocacy with local government and public agencies, economic development initiatives, support for capital improvement projects, grant and funding assistance, stakeholder outreach, and performance reporting. These efforts help strengthen the business environment, attract investment, improve communication, and support the long-term success of the corridor.
